Shocking footage of the moment an out-of-control e-bike rider smashed into a moving vehicle before swiftly scurrying off has emerged, sparking a police appeal for witnesses.

Dashcam footage showed a vehicle travelling along Raglan Parade in Warrnambool on March 23 before an e-bike rider clad head to toe in black emerged from a side street and failed to give way.

The rider then appeared to lose control and smashed into the front passenger-side panel of the car before being thrown several metres off his e-bike.

He then wasted no time, bolting from the scene without speaking to the driver of the vehicle.

Police said the incident caused damage to the car involved, while the condition of the rider is unknown.

“The rider is perceived to be caucasian, approximately 160cm tall, medium build, black hair and was wearing a dark-coloured hooded top that says ‘play for keeps’ and a black and white helmet,” police said in a statement on Friday.

The incident comes as calls grow for Victoria to match the e-bike crackdowns in Queensland and New South Wales.
