The daughter of a killer who mowed down his fiancee with his truck has labelled him a “monster” who should still be in jail.
Kimeaka Bermingham said she couldn’t believe Charles Evans’ charge for killing Alicia Little in 2017 was downgraded from ‘murder’ to ‘dangerous driving causing death’.
The 41-year-old mother of four died almost instantly, the incident causing every bone in her body to break but one.
Little had been on the phone to a friend when it happened who said she heard a ‘kind of whoosh’ sound before disconnecting but didn’t realise she’d been killed until much later.
The plea deal was negotiated between the Office of Public Prosecutions and Evans’ defence team without any consultation with the family.
However, it is understood the situation wasn’t helped by police previously recording Little as the perpetrator instead of Evans.

Bermingham, now 26, said she was devastated that Evans only received a ‘slap on the wrist’ for what he did to Little.
“I remember not being shocked or surprised one bit,” she wrote in a victim impact statement after Evans was sentenced.
“When I found out the monster had been arrested for Alicia’s murder, I cried. Finally, I felt protected and truly safe.”
Bermingham said she witnessed many violent attacks on her mother, who was lucky to survive their 22-year marriage, and wanted to protect other people from him.
“I lived with Charles Evans the majority of my life so far, I feel confident in saying I know the whole extent of his true character and the horror of what he is capable of,” she wrote.
“I describe him simply as a monster, a monster who is pure evil, a monster who only possesses narcissistic and manipulative behaviour with sociopathic traits.”
Bermingham’s mother Kim, who had been with him since she was 17, said she had multiple Apprehended Violence Orders against Evans over the years but it wasn’t until she almost died that the relationship ended.

“The night he choked me, (he) went to the pub, rang me, wanted me to pick him up, which I didn’t,” she said.
“So myself and the kids knew what was going to happen when he came home.”
Kim said he grabbed her “by the throat” and started choking her.
“I kept saying, let me go, I can’t breathe, can’t breathe,” she said.
“And my son and they’re the two youngest kids, had to jump on his back and were saying –‘Let go, you’ve killed mum, and I blacked out.”
“He said the c–t is not dead yet and ran me up against the wall.”
Police were called to the scene and despite recording the incident, Evans would instead leave the state.
After settling in Victoria, he met Little and resided with her in Kyneton – a town about an hour north-west of Melbourne.
After running her down in his Toyota Hilux and taking her phone, he fled the scene.
When Evans returned, he told the neighbour they’d been arguing and Little had “gone mental”.
He also told a friend she had “tried to kill herself”.
Evans served less than three years in jail after pleading guilty to ‘dangerous driving causing death’ and ‘failure to render assistance’.
Family and friends of Little said she was trying to leave Evans after enduring years of domestic violence.
When asked by 7NEWS why he killed his fiancee he replied, “mental illness caused her death, not me.”
In a text message to 7NEWS, he wrote that there had been a “compleatly (sic) wrong story of everything” and that “lies only work for people that believe anything they here (sic) … not the smart people”.
