POLICE failed to arrest a stepdad who sexually abused a two-year-old girl with her twisted mum before killing the tot in a “sadistic” torture campaign.

Teesside magistrates’ court issued the warrant in March 2024 after Simpson failed to attend court for breaching a non-molestation order, The Times reports.

It is understood that the order was put in place after Simpson harassed and threatened another woman – thought to be his former partner.

Cleveland police said: “Multiple inquiries and arrest attempts were carried out to try to locate and arrest him but these proved unsuccessful.
“We recognise the time Simpson had an outstanding arrest warrant is far from adequate.”
Teesside Crown Court was told Simpson and Walker began a relationship in the summer of 2025.
The local safeguarding hub – a service run by the local authority – was in contact with Isabelle and her mum on two occasions in the weeks before the tot’s death.
Both interactions resulted in no further action with a health visitor seeing Isabelle just four days before she died but not attending the family home.
A joint safeguarding partnership run by Hartlepool and Stockton-on-Tees councils conducted a rapid review after Isabelle’s death and found that the council’s decision not to progress the contacts was “appropriate with hindsight.”
Walker and Simpson have now been jailed for life with a minimum of 22 years and 28 years respectively after being convicted of murder.
Simpson was also found guilty of sexual abuse of a child, while both were convicted of child cruelty.

It was heard that Isabelle was “subjected to regular violence at home by these two defendants.”
Isabelle was found collapsed at the foot of the stairs covered in bruises, with “no pulse and plainly gravely ill”, just days after returning from hospital with a fractured leg.
Jurors heard she had been violently shaken and slammed against a “hard, unyielding” surface on September 13 last year before passing away in hospital in the early hours of the following morning.
Richard Wright, KC, prosecuting, said: “This was no accident. It was the deliberate infliction of injury on that little girl.
”It was, say the prosecution, murder.
“Neither was the assault on Isabelle an isolated act of violence towards her.”
On the day of her daughter’s death, Walker only called 999 after being told to do so by her stepdad “long after she must have known her daughter was critically ill”, it was said.
A post mortem revealed Isabelle had suffered a catalogue of injuries – including 21 broken bones and 97 soft-tissue injuries.
She had internal tears from violent sexual assaults and there was evidence from a pathologist to say she appeared to have been swung by a limb, the court heard.
Both Walker and Simpson denied murder, allowing the death of a child, sexual assault and child cruelty but were found guilty.
In a statement Cleveland Police said: ” In March 2024, Harrison Simpson was charged with breaching a non-molestation order. A warrant for his arrest was issued that same month after he failed to appear at court.
Multiple enquiries and arrest attempts were carried out to try to locate and arrest him but these proved unsuccessful.
“In line with openness and transparency, we informed Isabelle’s family of the circumstances surrounding the outstanding warrant early on in the investigation.
“We recognise the time Simpson had an outstanding arrest warrant is far from adequate. A review of this was immediately conducted upon his arrest for murder.
“This review, along with a determination to continually improve our processes around suspect management, has led to a number of recent changes, such as ongoing improved visibility across the force around outstanding warrants, a comprehensive data system which tracks all outstanding warrants, and stringent oversight including a governance group led by a Superintendent.
“Those outstanding warrants posing the highest risk are reviewed daily by senior management.”
