A total of 10 people were onboard when winds reached speeds of up to 100mph on the lake last week, Fox Milwaukee reported.
The unnamed 47-year-old boat operator had “extensive boating experience”, according to police, but had been unable to prevent the tragedy.
Authorities said he was unable to find safe harbour before two enormous waves completely swamped the boat on Geneva Lake, Wisconsin.
A third fatal wave then capsized the 25-foot vessel and sent it to the bottom of the Milwaukee lake.
Emergency services rushed to the scene and six adults, aged between 49 and 75, and one child, 12, were rescued.
Three children, Caleb, Abigail and an unidentified 10-year-old, remained missing when emergency responders arrived.
They were found, but did not survive despite life-saving attempts.
Authorities later ruled that all three children had died by drowning.

Parents Brad and Erica launched a charity fundraising appeal in their kids’ memory.
Brad described his children as “more than brother and sister – they were best friends”.
He wrote: “They filled our home with laughter, music, hugs, and endless love. They were deeply loved by their family, friends, teachers, and everyone who had the privilege of knowing them.”
Brad added: “While our hearts are broken beyond words, we want their legacy to be one of hope, compassion, and helping others.”
Parents said donations would not go to the family but would be passed on to a children’s charity in Caleb and Abigail’s memory.
He described his little boy Caleb as having “had the sweetest heart and a smile that could brighten anyone’s day”.
Brad wrote: “He loved music so much that he was always asking Alexa to play his favourite songs. As soon as the music started, he would light up, dancing and singing with pure happiness.”
Abigail “was full of personality and had the quickest wit of anyone we knew”, family wrote.
They added: “She loved swimming, dancing, and filling every room with her energy. She had a huge heart for others and dreamed of becoming a teacher one day”
Devastated parents Brad Oswald and Erica were “lifelong, experienced boaters”, friends and authorities confirmed.
Samantha Foster wrote on Facebook that her “dear friends” were “on a vessel well within its capacity, and every child was wearing a life jacket”.
